Distinctive Projects Company, Inc. is a developer of noteworthy commercial and residential property in Southern California that was founded by its president Richard Lee Sax in 1989.

Since then, it has established a solid reputation for integrity and social consciousness, as well as quality design and construction. Ray Plevyak

Ray Plevyak is one of only 100,000 Certified Management Accountants in the nation, and as such has a special ability to plan, implement, and manage the financial aspects of business operations such as The Lofts At Moonlight Beach. His more than 30 years of experience in the finance and accounting fields has been in a variety of businesses ranging from banking and real estate development to steel manufacturing, software development, and Internet commerce.

Ray's responsibilities at Distinctive Projects Company, Inc. include financial reporting, budgeting and strategic planning, accounting, cash management, and audit systems. His expertise in accounting systems and spreadsheet design enable him to analyze complex equations quickly and accurately, and his business acumen enables him to devise projections, plans and solutions for business models. Ray earned a B.S. in Accounting from Lehigh University and an M.B.A. from the University of Redlands.

Robert Billings

The marketing of The Lofts At Moonlight Beach is in the capable hands of award-winning advertising veteran Robert Billings and eFusion Consortium, his full-service marketing and communications company. A graduate of the University of Washington, he has designed a highly integrated and tightly focused Marketing Communications Plan that includes print, web, direct mail and outdoor advertising in conjunction with a broad public relations campaign.

For most of his career, he has helped Fortune 500 companies with his bold creative interpretations and brand development work. Before forming eFusion Consortium, he worked for several of the world's most respected advertising agencies in New York, Los Angeles and Europe where many universally recognized brands flourished under his creative leadership, including BMW, BellSouth, HBO, Time Warner, Heineken, Coca Cola, Sony and Apple. He is frequently is a guest speaker to the industry and has taught advanced communication techniques at Pratt University in New York.

Evan Mead Stone

Evan Stone graduated from Lafayette College in 1970 with a Bachelor of Science degree in political science and earned his law degree from the University of Michigan in 1973. He has practiced law since 1973 and began practicing in San Diego in 1974 and is a member of the California and Michigan bars.

Evan founded his own law firm in Rancho La Costa in 1977 and concentrated on litigation, real estate, corporate and business law. In 1990, he became senior partner with Kolodny & Pressman and merged his practice with the firm's diverse clientele and practice areas. He formed his professional corporation in 2000 where he specializes in real estate, business and corporate matters.

Evan's diverse background of representing business clients includes several healthcare firms, real estate developers, and incubator companies. Active in community affairs, Evan serves on several nonprofit boards in the San Diego area. He is also a licensed California real estate broker and served as a court appointed arbitrator for the San Diego Superior Court for more than ten years.

Richard Lee Sax

Attorney Richard Lee Sax founded Distinctive Projects Company in 1989 to acquire, develop, build and sell real estate projects. Having participated in many developments over the years, he noticed more opportunities to enhance the community and is devoting his attention to pursuing them.

To date, the most visible of DPC's projects has been the Premier Jet facility located at Palomar Airport in Carlsbad, California that serves northern San Diego County. It was an enormous undertaking that required the construction of a sleek 220,000 square foot hangar/office complex. Completed in 2006, the project received high praise from the aviation community and the press. With the blessings of the Encinitas Planning Commission and City Council, DPC acquired the "101 Artists Colony" property in Encinitas and began its transformation into "The Lofts At Moonlight Beach."

Bettie Sax

Bettie Sax is a partner of Distinctive Projects Company founded in 1989 to acquire, develop, build and sell real estate projects.

To date, the most visible of DPC's projects has been the Premier Jet facility located at Palomar Airport in Carlsbad, California that serves northern San Diego County. It was an enormous undertaking that required the replacement of most of its deteriorating facilities and the construction of a sleek 220,000 square foot hangar/office complex. Completed in 2006, the project received high praise from the aviation community and the press for replacing its exhausted 1950's facilities with state-of-the-art equipment and buildings.

David Hawkins

Lead Architect for The Lofts At Moonlight Beach, J. David Hawkins, AIA, was cofounder with Steven Hawkins and Howard Anderson of San Diego's renowned H2A Architects. H2A has been honored with many Design Awards including, Gold Nuggets from the Pacific Coast Builders Conference, "Best of American Remodeling", and "Home of the Year" from San Diego Decor. Their work has been featured in many professional and consumer publications.

David has a diverse background with projects ranging from destination resorts to award-winning custom homes. His credits include the Park City Ski Resort, the Lake Arrowhead Hilton and Conference Facility, the White House Child Care Center, the Lofts at Fourth and Fifth in Downtown San Diego, and several commercial projects in Moscow, Russia.

Rick Woolsey

Richard "Rick" Woolsey founded R&R Construction in 1991 in Oceanside, California, and has since earned a reputation for high-quality, affordable and responsive service through more than 800 residential, commercial, and industrial projects. His mid-size general contracting firm offers personalized service, working closely with clients to develop sensible and affordable solutions to construction challenges.

In addition to The Lofts At Moonlight Beach, Rick has participated in other developments with Distinctive Projects Company and is respected by DPC's president Richard Lee Sax as being "on time, within budget, and possessed of an old world pride of workmanship."

Randy Brown

Randy Brown, Vice President of Sowards and Brown Engineering holds Bachelor's Degrees in Mathematics and Civil Engineering. During his twenty-five year career, he has gained expertise in surveying, grading, planning, and mapping as project engineer for hundreds of residential, commercial, and industrial developments.

At The Lofts At Moonlight Beach, Randy is responsible for fitting the project to the site and community, designing the grading, drainage, pavement, water supply, sewer service, and electrical and communications supplies. His team has developed community and neighborhood consensus for the project, and prepared the construction plans.

Angelina Sciarrino

Angelina Sciarrino and Gina Scafani comprise the sales team for The Lofts At Moonlight Beach. This dynamic sister-team brings with them over 6 years of experience in the San Diego real estate and mortgage industry.

The duo began working in their family's real estate business over 6 years ago. Their experience taught them every aspect of real estate sales, from the fiduciary representation of Buyers and Sellers; to the escrow process; to the mortgage and refinance processes. After learning the real estate groundwork, they moved on to being high-producing real estate professionals. They remain key players and high-producers in their family business today.

Angelina Sciarrino maintains vast experience in real estate and mortgage. She has used this experience and knowledge in a training capacity and served as a trainer for new real estate agents and loan officers.

Gina Scafani

Angelina Sciarrino and Gina Scafani comprise the sales team for The Lofts At Moonlight Beach. This dynamic sister-team brings with them over 6 years of experience in the San Diego real estate and mortgage industry.

The duo began working in their family's real estate business over 6 years ago. Gina Scafani holds a Bachelors Degree in Business Administration from the University of San Diego. Her education combined with real estate knowledge and "know how" give her an edge over other professionals in the field.

Rebecca Pesci

Rebecca began her career in 1986 working for an aircraft fueling company located at Palomar Airport as the head bookkeeper. During her many years there she worked for different flight schools, arranging for personal flight lessons, as well as a Fixed Base Operation (FBO) as Client liason. In the Spring of 2000 she came to work for Palomar Airport Center (PAC) as the bookkeeper for Richard Sax who is the President of PAC. During that time at PAC she also worked for Richard Sax's law office and his company Distinctive Projects Company, DPC. She is now the bookkeeper and personal assistant to Richard Sax at DPC.

Gayle Stone

Lead Designer for The Lofts At Moonlight Beach; Gayle is the founder and CEO of both 'Simply It', a residential and commercial design firm as well as 'Simply Italian', nationally recognized as one of San Diego's most beautiful Decorative Lighting & Home Accessory showrooms. Gayle's background spans 20 years of design experience and includes several National Awards from such companies as Herman Miller and Harpers/Kimball International. Her work has been featured in many local and regional publications.

Gayle acquired much of her design inspiration from extensive travels in Europe and Italy. She has endeavored to maximize the function and beauty of all of the interior spaces at the Lofts at Moonlight Beach. Custom kitchen and bath cabinetry has been specially designed and imported from Italy and only the most beautiful, functional and energy efficient appliances have been selected. Gayle believes that the interiors of the Lofts will be appealing to both the San Diego and International communities.
